Budget Analyst

Will be the technical authority on matters of budgetary policy, laws, regulations, and for compliance with all governing laws and regulations (Anti-Deficiency Act). Responsible for budget formulation, budget presentation and budget execution. Responsible for preparing a detailed analysts and estimate of the annual funding needs for one or more future budget years. Assisting in the responsibility for fund maintenance of programs, appropriateness of expenditures, and financial management aspects for collections of funds. Reviewing estimates and negotiating with management officials to arrive at compromises that facilitate the budget process. Overseeing and providing guidance on the distribution of funds to various fund control points. Analyzing actual expenditures as compared to the plan and making projections to indicate needed adjustments in the budget plan. Resolving difficult problems of prediction and forecasting due to uncertainties or changes in operating programs and gaps in experience data of the operating programs budget. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Budget Administration - Apply knowledge of the principles and practices of budge administration and analysis; and the relationships among program budget, accounting and reporting systems; Control of Funds - Knowledge of the principles and procedures and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multi-year, and single-year appropriations); Computer Skills - Ability to use computers, software applications, databases, and automated systems to accomplish work and assignments; Ability to Plan and Organize work in a timely and meaningful manner; Ability to Communicate effectively both orally and in writing at all levels of the organization. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
