Human Resources Assistant ( Technical Career Field )

The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. Selectees will be required to sign Mobility, Training, and Continued Service Agreements. This is a developmental position leading to a GS-07 performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Recruitment and Placement Performs basic internal/external placement and recruitment duties for Title 5 and Hybrid Title 38 positions usually up to grade GS-8 or equivalent. Recruitment assignments are for jobs with career patterns that are substantially standardized and which has well defined work processes, generally one-grade interval positions; thus, creating problems of average difficulty. Processes HR actions, coordinating with local HR staff and resolves problems as they arise. Develops vacancy announcements, and issues referrals for assigned activities and occupations. Determines minimum qualification requirements and develops rating factors and job analysis for recurring and new vacancy announcements. HRIS/Quality/Manpower Establishes user accounts, verifies data, and resolves data discrepancies. Troubleshoots problems with users. Reviews error listings and monitors processing and procedures in order to identify needed corrections. Responsible for maintaining master personnel and organizational records. Performs data reconciliation with different systems to ensure compatibility with HR systems or files and external HR systems. Performs data base quality assurance tasks to include analyzing quality control data retrievals, data reconciliation and rejects from reports. Identifies invalid or missing data, trends and problem areas to ensure database accuracy. Training Prepares charts, forms, publicity, course announcements, and other documents and is responsible for the scheduling, preparation, and distribution of training announcements. Revises training schedules, assists with developing questionnaires to survey employee and supervisor interests in specific training, compiles result of surveys and develops recommendations for changes in training classes/programs. During onsite training courses, assists instructors by setting up and operating audiovisual equipment and distributing handouts. Classification Performs position reviews for clerical, and administrative (GS-07 and below) and wage grade Occupations, analyzes duties using appropriate classification standards, writes evaluation statements in order to support the title, series and grade designation. Answers general questions from managers or employees regarding procedures for classifying positions and filing appeals. Reviews incoming requests for reclassifications, reorganizations, or establishment of new positions. Screens positions requests, documents, and reports for completeness and accuracy. Prepares monthly and quarterly reports. Maintains organization charts. Workers Compensation Provides technical guidance and procedural assistance to supervisors and employees in executing the workers' compensation program. Documents and processes actions returning employees to duty as soon as possible. Assists in maintaining the facility's workers' compensation case files and facilitating claims. Employee & Labor Relations Assists Specialists by reviewing files for disciplinary actions, grievances, appeals, Unfair Labor Practices (ULP's), etc., to gather information which is similar to the pending issues at hand. Conducts precedent case research by reviewing court decisions, Merit Systems Protection Board, Federal Labor Relations Authority, and other third-party decisions and summarizes findings and points out their relevance. Worklife & Benefits Advises employees regarding health and life insurance options, Thrift Saving Plan (TSP), pension, etc. Responds to employee questions regarding completion of beneficiary forms, health/life insurance forms, Thrifts Savings Plan enrollment or deduction, etc. Counsels separating employees and explains options regarding Federal employment benefits Work schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Completes requirements for basic and routine pay determinations, recruitment/retention incentive, above minimum entrance rates, etc., for recruitment and placement cases staffed. Ensures all pay administration technical requirements in alignment with applicable regulations. OR GS-05 Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of 4 years above high school is needed to qualify. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Combination. Applicants may also combine education and experience to qualify at this level. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
