The Security Assistant (Communication Specialist) serves as Dispatcher. The Dispatcher initiates and carries out 24 hours a day and 7 days a week, a variety of complex duties such as monitoring and directing police officers in response to emergency and non-emergency criminal activity, security and life safety matters, communications, radio dispatching, telephone, fire and security computer systems for two main VA complexes 60 miles apart, Muncie Community Based Outreach Clinic, Peru Community Based Outreach Clinic, Goshen Community Based Outreach Clinic, and South Bend Community Based Outreach Clinic, as well as the new Mishawaka facility. Incumbent maintains a 24 hour journal of police and emergency related events. Sends and receives messages via the National Crime Information Center Computer Terminal (NCIC), Indiana's Law Enforcement Data and Communications System (IDACS) and other related emergency communications systems. The Dispatcher collects, organizes, and/or track information in support of the security and enforcement programs; receives and compiles information from various sources; operates a wide variety of communication systems and related security equipment; maintains radio contact with 26 federal police officers; tests radio and alarm systems; maintains direct communications with local law enforcement agencies; compiles and prepares reports and other service related paperwork; monitors the operation of all communication/security and related electronic equipment; serves as a central dispatcher during off-tour and non-office hours; enters police-related data into the computer terminal and/or the Veterans Affairs Police System (VAPS); handles a full range of local, long-distance, international calls and the voice paging system; receives incoming telephone calls requesting police assistance or service; provide appropriate action and assistance during and after the event of a natural disaster occurrence; monitors over 1800 intrusion/panic alarm computer systems; provides immediate and courteous directions and/or assistance to patients, visitors, and employees; issues PIV cards (identification cards); assists Supervisory and Management Staff in determining compliance status of security sites; and performs other duties as assigned by the supervisor. The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work. The work is primarily sedentary in nature in an office environment. Most duties can be accomplished form a sitting position. The mental stress however, is much more demanding then the physical stress, because of the split second decisions that must be made as a fire alarm goes off, telephones ring, and radio communication requesting instructions or information. Incumbent must have a keen sense of hearing in responding to more then 25 audible-visual signals of wire communication receivers, and occasionally weak radio transmissions or signals. The incumbent must have a keen sense of hearing in responding to numerous audible/visual signals. Work Environment:
The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, or libraries. The work area is adequately lighted, heated, and ventilated. The operator performs duties in a temperature and humidity controlled environment at a radio/telephone console with associated equipment. Systems and equipment are electronic in nature emitting signals and tones of varying degrees of intensity. The environment regularly involves high risks with exposure to potentially dangerous situations or unusual environmental stress that require a range of safety and other precautions. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-05 grade level:
One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to:
a basic knowledge of police / emergency communications, experience performing the duties of a police dispatcher, 911 operator, etc., collecting, organizing, and/or tracking of information in support of a security enforcement program; maintaining security records; reviewing physical security, survey for active alarms and other logs; developing reports, extracting data to report project status; and calling in officers and dispatchers according to local policy and union agreements to cover leave. NOTE:
Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held. Please provide such documentation on resume. OR Applicants may substitute education for the experience required for the GS-05 level. To qualify based on education for this grade level you must have four (4) years of education above high school. TRANSCRIPTS REQUIRED This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR Applicants may also combine education and experience to qualify at the GS-05 level. Combining Education and
Experience:
Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grade GS-5. For GS-5 level positions, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. TRANSCRIPTS REQUIRED To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
